The designation allows the United States to block all property and interests belonging to the individuals that are subject to USA jurisdiction.
Examples of Russia's malign and destabilizing cyber activities include the destructive NotPetya cyber-attack; cyber intrusions against the USA energy grid to potentially enable future offensive operations; and global compromises of network infrastructure devices, including routers and switches, also to potentially enable disruptive cyber-attacks.
The official statement said that these designated entities have provided material and technological support to Russia's Federal Security Service (FSB).

The sanctions also target the Kvant Scientific Research Institute, which the Treasury said is owned or controlled by Russian security service and Divetechnoservices.
The individuals named on Monday all had ties to Divetechnoservices: its general director, Aleksandr Lvovich Tribun; its program manager, Oleg Sergeyevich; and Chirikov and Vladimir Yakovlevich Kaganskiy, the company's owner. Digital Security has some major clients, including Yandex, QIWI, Mail.ru Group, Tele2, and SAP.
Anderson said the company's headquarters and research and development hub are located in Herzilya, north of Tel Aviv and that "we have no connections with Russia or the Russian government".
