Heading into the November midterms, the GOP is defending its House and Senate majorities.

The Trump administration "junk" plan rule lifted the ban on insurance companies selling short-term limited-duration plans and association health plans (AHP), both of which can flout certain regulations and requirements laid out in the Affordable Care Act (ACA), such as coverage for maternity care, prescription drugs, emergency services, mental health services, preventive care (including contraceptives), and hospitalization.

McConnell declined to weigh in on a possible replacement except to say he or she would not be coming from the ranks of his slim 51-seat Senate majority.

Initially Democrats had been favored to take control of the House of Representatives and - in early September - were seen as having a decent chance of taking the Senate as well. Progressives fought hard against Kavanaugh's confirmation due to his originalist jurisprudence and because he would replace Justice Anthony Kennedy, often viewed as a "swing" vote in many 5-4 decisions.

McConnell says the gender gap "clearly is wider than it used to be", but says the controversy over Kavanaugh could end up helping Republicans by generating more enthusiasm among GOP voters who feel he was mistreated.

The Kentucky Republican said he was speaking from experience. Two other women accused Kavanaugh of sexual misconduct dating to the 1980s.

But the sentiment in that arena is not shared by all, judging by an MSNBC poll which showed that 50 per cent of Americans disapproved of Justice Kavanaugh.
