Attorneys from the Southern District of NY state explicitly in the court filing that Cohen "acted in coordination with and at the direction of Individual-1" in handling payments to two women who claimed to have an affair with Trump long before the election.
The memo said Cohen played a "central role" in two schemes to keep porn actress Stormy Daniels and former Playboy model Karen McDougal silent about alleged affairs they had with Trump.
The Special Counsel referred his investigation of Michael Cohen in part to the Southern District of NY.
In hours of interviews with prosecutors, witnesses have offered up information about pivotal episodes under examination, including possible collusion with Russian Federation and payments during the campaign to silence a porn star and Playboy model who said they had sex with Trump a decade earlier.
The person repeatedly dangled a meeting between Trump and Putin, saying such a meeting could have a "phenomenal" impact "not only in political but in a business dimension as well".
Prosecutors urged Pauley to hit Cohen with a $500,000 fine and forfeit his assets in addition to the prison sentence. The defendant also provided information about attempts by other Russian nationals to reach the campaign. They bring the legal peril from multiple investigations closer than ever to Trump, tying him to an illegal hush money payment scheme and contradicting his claims that he had nothing to do with Russian Federation.

The White House similarly dismissed that filing, arguing it "says absolutely nothing about the President".
In Manafort's case, prosecutors are expected to lay out what torpedoed the cooperation agreement he made when he pleaded guilty in September to two felony charges of conspiracy.
The filings also exposed lies told by Manafort during interviews with prosecutors and the Federal Bureau of Investigation.
The meeting didn't take place.
"Cohen did provide information to law enforcement, including information that assisted the Special Counsel's Office", they said.
Cohen wanted to obscure from Congress and the public that if the project had been completed, Trump's company "could have received hundreds of millions of dollars from Russian sources in licensing fees and other revenues", prosecutors wrote.
Manhattan prosecutors said in their sentencing filing that Cohen committed campaign-finance crimes "in coordination with and at the direction of Individual 1". Mueller's office gave him some credit for his assistance, saying that while his crime was "serious", he had "taken significant steps to mitigate his criminal conduct".
